ABOUT THE EDITOR: Thomas Mitchell Blaise Shepherd is the founder of The Xandex Press, The Good Earth News and the Shepherd-Montessori Institute. He is a third cousin of Van Lear Black III and of former Congressman Barry M. Goldwater Jr. He is a grandson of Mabel Mitchell Snyder and a foster son of Hon. Lady Veroa Goodwin.

Lt. Col Dave Grossman, a psychologist, was given the assignment to study methods for brainwashing Army recruits into becoming expert killers. He developed psychological conditioning methods, utilized by the U.S government during Viet Nam and even today, to desensitize recruits to violence and thus induce them to be more willing to kill. The result: some recruits committed suicide in the line of duty, by allowing themselves to be killed in enemy fire rather than compromise the Christian values they had been taught during their childhood and adolescence: to not take the life of another human being. Others killed and wound up in locked psychiatric wards, consumed with guilt for having taken the life of another human being, for having defied the words of Christ: to love one's enemy, to not kill one's enemy.
Timothy McVeigh was one of those recruits who had been brainwashed to become a killer by the U.S. government. In fact, he was considered an expert. He killed 168 and wounded hundreds of American citizens by blowing up the Federal Building in Oklahoma City, using skills taught him by the U.S. government while he was serving in the U.S. Army. McVeigh was a victim of brainwashing by Lt. Col. Dave Grossman and others.

Megan's Law/Three-Strikes Law Unconstitutional
Amnesty Act Pardoned Aliens; Snubbed American Citizens !
. The abduction and murder of 7-year-old Megan Kanka by a man previously convicted of a sex offense so enraged her father that Megan's Law was enacted in 1994, requiring the public posting of the names and addresses of virtually all individuals previously convicted of a sex offense, thereby mercilessly stigmatizing them through endless public humiliation.
However, in New Jersey, where the original Megan's Law was passed, a judge has since ruled that posting the names and addresses of so-called "sex offenders" violates their privacy.
Megan's Law has also been challenged by the American Civil Liberties Union on the basis that it allows states to broadcast what federal courts have determined to be confidential information. U.S. District Court Judge Joseph E. Irenas wrote that an individual's right to privacy outweighs any state need to make their personal information widely available.
It's A Catch-22 Situation Which Encourages Vigilantism; Impedes Rehabilitation
Megan's Law has also been criticized by Buddhist, Jewish, Christian humanists and behavioral scientists because it so stigmatizes an individual who has been branded a "sex offender" that it impedes rehabilitation, by making it impossible for an individual so branded to live a normal life and be self supporting. The stigmatizing effect of the term "sex offender" encourages vigilantism, reinforces negative self-concepts and increase feelings of anger and rage against the criminal justice system and society, thus inhibiting rehabilitation. Megan's Law indeed violates the Constitution by being a form of cruel punishment. Contrary to claims, the majority of individuals convicted of a sex offense do not become repeat offenders. Also, the majority of arrests for sex offenses are the result of police entrapment, in which a sexually aggressive plain clothes police officer initiates sexual foreplay with a private citizen in order to make an arrest. In other cases, the conviction was obtained through false testimony of a police officer or a complainant and an overly zealous politically-motivated prosecuting attorney.
The socially, economically and politically well-connected are less likely, even if arrested, to be prosecuted or convicted of a sex crime than are those who are are not well connected.Judges, prosecutors, and legislators who are formally accused of sex offenses are rarely arrested, prosecuted or even convicted.
There is substantial documented evidence that alcohol and contraband drug use, which impair judgment and significantly reduce social inhibitions, are primary contributors to inappropriate/criminal sexual behavior of every kind. A Yale law professor, Charles A. Reich, significantly aided and abetted the use of contraband drugs in America with the publication of The Greening of America in 1970, which became the Bible of the drug culture, a drug culture that included Robert F. Kennedy Jr., Al Gore and George W. Bush, all admitted users of contraband. While Kennedy was arrested and charged with felony drug possession, and permanently stripped of many of his civil rights, including the right to vote and be licensed in many of the professions, as were thousands of others, Gore and Bush were not charged.
Coast Guard Officially Promoted High-Risk Unorthodox Sex
During the 1950s the United States Coast Guard was officially promoting anal or rectal sexual intercourse as a preferable way to enjoy sexual intercourse at its Cape May, N.J. training depot. Rectal intercourse was advocated as a preferable and safe 'birth control' method.The CG instructor promoting rectal sexual intercourse identified himself as a chaplain.
At the time, rectal intercourse, commonly described as 'sodomy' in legal statutes, was considered a felony in the state of New Jersey, as well as in MOST states. The majority of Coast Guard recruits undergoing training at the CG depot were 18 and 19 year old boys, who were falsely led to believe that anal intercourse was legal, medically sound and morally acceptable.
The condoning of sexual intercourse through the rectum promotes high risk sexual behavior, putting those practicing such behavior in danger of experiencing rectal hemorrhaging and contracting and spreading such communicable diseases as gonorrhea, syphilis and AIDS, as well as other viruses.
As a result of such conditioning males understandably become confused as to what is appropriate behavior and are ultimately punished by the criminal justice system for replicating the very behavior that they have been taught by the U.S. government to be appropriate.
The Coast Guard, as did other branches of the Armed Services, also made alcoholic beverages readily available to all service men, including adolescents, at U.S. government operated clubs on military bases.
When America's leaders, including Presidents, Congressmen, Yale law professors and military/police officials encourage high-risk sexual behavior and alcohol and drug dependency and demonstrate indifference or contempt for our laws, and get away with it, it is indeed unfair to penalize ordinary citizens for emulating their behavior.
The Three-Strikes Law, encacted in California and some other states, which can result in a life sentence for a misdemeanor if the defendant has two prior felony convictions, is indeed a form of cruel and unusual punishment. The permanent loss of civil rights by anyone convicted of a felony is also cruel and inhumane punishment. It is a virtual death sentence. Ironically, the practice only makes those so disenfranchised more and more dependent on public assistance in order to survive. The permanent loss of civil rights only increases recidivism.
Congress Forgave Crimes of Aliens, While Ignoring Plight of Americans
It is unthinkable that the Congress of the United States passed the Amnesty Act in 1986, a bill drafted by a Californian, thus forgiving the crime of illegal entry into the United States by undocumented aliens, granting blatant criminals full naturalized citizenship, while continuing to deny civil rights to those American-born citizens permanently disenfranchised because of a prior single felony conviction. Those undocumented aliens who benefited from the Amnesty Act have taken jobs and opportunities that natural-born citizens, including veterans, were denied merely because of a single felony conviction. Those Congressmen who signed the Amnesty Act proved themselves to be traitors to American citizens. Over 3 million individuals, including 2.3 million Mexicans, benefited from the Act. By establishing a precedent for granting amnesty, the Immigration Reform "Amnesty" Act of 1986 has without a doubt only encouraged a wave of more illegal immigation and more discrimination against American-born citizens of European ancestry..
Constitutional Amendment Proposed
I myself propose a Constitutional Amendment banning the implementation of Megan's Law, banning three-strikes laws, and restoring all civil rights to American-born citizens previously convicted of a felony who are no longer on probation or parole. Only when our legislators demonstrate the courage to sponsor and pass such an Amendment will America begin to show a semblance of democracy and true spirituality.
The criminal justice system can best serve the interests of democracy and justice through quality education for all its citizens, including sex, alcohol and drug education, instead of through punishment that takes the form of incarceration, permanent loss of civil rights, stigmatization and the invasion of privacy, all barbaric practices that encourage recidivism. America, while claiming to be the most democratic nation in the world, has one of the most barbaric criminal justice systems in the world, and the highest proportion of incarcerated citizens.
